PROFILE OF ROBERT JERE OMUSONGA

PROFILE

NAME: ROBERT JERE OMUSONGA, FIIAST, MIET(K), MSc. (Eng.)

ACADEMIC QUALIFICATIONS: He holds a Master of Science degree in Industrial Engineering Systems & Management from Egerton University in Kenya where he majored in electrical control systems and production engineering. His thesis and publications dwelt on air navigation signal propagation and avionics. He also holds a Higher National Diploma in Telecommunication Engineering from Technical University of Mombasa in Kenya. He has advanced certificates in avionics from East African School of Aviation in Nairobi. He is currently pursuing a PhD in applied electromagnetics.

TECHNICAL EXPERIENCE: He is currently with Kenya Civil Aviation Authority as the Station Manager and Chief Officer of air Navigational Services at Kisumu International Airport responsible for air traffic services, engineering systems and general administration. Previously he worked as the engineer in charge of air navigation services at Moi International Airport Mombasa. Where he was responsible for planning and maintenance of communication, navigation and surveillance equipment and infrastructure in the station. He worked as navaids unit charge at Central Workshops within Kenya Civil Aviation Authority. He also worked as an avionics instructor at the East African School of Aviation in Nairobi and also as a ground avionics instructor at Qatar Aeronautical College in Doha Qatar. 

MANAGEMENT DEVELOPMENT: His practice has majored in maintenance engineering and management. He holds specialized training and practice in institutional effectiveness and outcomes assessment. His other skills cut across Human Resources, Finance and Operations management. He has been a course manager for various engineering programs at East African School of Aviation and at Qatar Aeronautical College. He is currently a Fellow of the International Institute of Aviation Safety and Technology.

CAREER CERTIFICATIONS: As a CNS/ATM Avionics Technology Specialist he has worked on various long-time assignments and certified as ATSEP Developer, Instructor, Examiner and Assessor by various ICAO accredited institutions including Federal Aviation Administration of USA. He is the current president of Kenya Air Traffic Safety Electronics Association (KATSEA). He is registered with Kenya Engineering Technologists Registration Board (KETRB) where he is licensed to practice as Professional Engineering Technologist in the field of electrical engineering.  He is a member of the Institution of Engineering Technologists of Kenya (IET), European Centre for Research Training and Development (ECRTD), and the International Institute of Science Technology and Engineering (IISTE).

Air Traffic Safety Electronics Personnel (ATSEP) means;

Any authorized personnel who are competent to operate, maintain, release from and return into operation functions of ATM/CNS functional system that includes hardware, software, procedures and human resources.

Dear Robert Jere Omusonga,

I trust this email finds you well.  

As you may be aware that the next 07^th IFATSEA Africa Region Meeting & ATSEP Workshop 2017 will be hosted by South Africa, I am writing to you to extend an invitation to you to partake at the upcoming meeting to be held at the Montecasino – South Africa from the 22^nd to 25^th August 2017. The meeting will be hosted by Air Traffic and Navigation Services (ATNS) State-Owned Company South Africa. 

It is anticipated that the meeting will feature representatives from Member States affiliated to IFATSEA coming from African Region. It will also provide a platform for other stakeholders, including Original Equipment Manufacturers to engage, share experiences and pave a collaborative effort towards realizing the significance of licensing ATSEP’s and the impact it has on closing the missing link in the air safety value chain.    

The Competency Based Training Concept described in the ICAO NGAP Programme  applies to Cockpit Crew, ATCO and ATSEP. Competency is confirmed by issuing licenses to pilots and ATCOs but not yet to ATSEP. The meeting will deliberate on a view that as long as ATSEPs remain out of such

provisions, a link is missing in the ground to air safety chain.

The topic that will be of interest to us for you to partake in during the panel discussion will be “Successes & Lessons on ATSEP Licensing – perspective from Kenya”.

ATSEP stakeholders forum on 10th of November 2016 at East African School of Aviation NAIROBI

There shall be ATSEP stakeholders forum to discuss and adopt EASA CBT documents developed by atsep training steering committee as per ICAO doc 10057. As a member of the steering committee and on behalf EASA, I invite all ATSEPs, partners and sponsors from the East African region to the forum on 10th of November at EASA NAIROBI. This is aimed at aligning EASA/KCAA technical trainings with ICAO SARPs and is largely going to impact on curriculum, content, assessment and certification.
